With the strict version of the DTD, the cell content can't
hold #PCDATA directly. Therefore Neil's request makes sense
and I am proposing it to HTML WG.

Neil's request makes sense when you consider that with the
strict version of the DTD, the cell content can't hold #PCDATA
directly, with the consequence that * is not the same as +.
