There is no HTML 3.0 specification. There was a draft, which is
now dead. Your code appears to be correct for that draft, but it
is not supported in Netscape (despite their marketing hype, it
is _not_ supporting HTML 3.0).

The HTML 3.2 spec does not have support for alignment on decimal
points.
