By labelling a TABLE's header rows, footer rows, and body rows, a user 
agent can repeat the header/footer rows on each page of a printed multi-
page table, and can condense a long table into a shorter table with fixed 
header and footer rows and a scrollable body.  Authors ask for this quite 
often in comp.infosystems.www.authoring.html, and some end up using frames 
as a hack (which doesn't work when horizontal scrolling is needed, as well 
as in many other situations).

MSIE 4.0b1 supports proper printing of THEADs and TFOOTs, but it doesn't 
support scrolling TBODYs.
