Actually, it might be nice to be able to specify a particular image in a
multi-image file. Under RiscOS this is usually done by the form
SRC="url#image_name". This could possibly be adapted to GIFs using
SRC="url#image_number", eg <IMG SRC="my_images.gif#2">.
I'm not entirely certain how useful this would be, but it involves far
less hurdles than displaying only part of, say, a JPEG. I imagine that if
you had a core of small images used on most to all of your pages that it
would be useful.
