You are reffering to the world of graphical browsers only. Some browsers,
text-only, audio, brail, and others (even some older graphical ones), do
require these tags.  so you've legacy problems.

not to mention that the new standards (HTML4.0, the DOM, and CSS--and soon
XML) are all pushing for _more_ desciption of the HTML document, not less.
