It's right. In addition UA should support something like

  <META NAME="hyphenation" CONTENT="un-hyp-he-na-ble,
				    ha-rd-ly-hy-phe-na-ble">

letting author to help UA with finding hyphenation points for some obvious
words. This methods is closest to method used in TeX and works very fine.
