Yes, ACTION="mailto:me@machine.dom" is valid for a form...

HOWEVER, a number of browsers do not support this.  Including MSIE.

So if you use this, you had better be aware of that fact - a lot of 
people will be unable to use your forms.

CGI allows you to do much more with forms too.
