I was just looking at the Wilbur DTD and I noticed:

Draft: Tuesday 13-Aug-96

<!ENTITY % HTML.Version
        "-//W3C//DTD HTML 3.2 Draft//EN"

        -- Typical usage:

            <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2 Draft//EN">
            <html>
            ...
            </html>
        --
        >

Why the change now at a late date like this after so many docs, tools, etc
are using <!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 3.2//EN">
