  This looks like the TITLE attribute of the A element.  I'm looking
at section 5.7.3 of the Sept. 22, '95 HTML 2.0 document.
  Blatent plug:  The Grail browser (http://monty.cnri.reston.va.us/grail/) 
makes use of this attribute to print footnotes at the end of printed
documents.  Support may be expanded at some point in the future.
