This isn't really the right place to ask - you would be better off on 
one of the newsgroups such as comp.infosystems.www.servers.unix.

Anyway, whoever told you it needs to be enabled mislead you.  It is 
not a feature of the CERN httpd, and you'll not find it in any HTML 
standard - its called server side includes and is implemented only 
by some servers.
