I believe there was a set of source patches to Mosaic for file upload 
(<URL:http://www.acl.lanl.gov:80/HTML_WG/html-wg-94q4.messages/0433.html>). 
  Larry Masinter <masinter@parc.xerox.com> and Ernesto Nebel 
<nebel@xsoft.sd.xerox.com>, as authors of the upcoming RFC, may know more 
about these.  The alpha version of Netscape 2.0 did support file upload, but 
it appears to be broken in my Windows NT 2.0b1J version :(.  Arena (the W3C 
test browser) may (or may not) support file upload by now.
