Yes, I changed my mind about the STYLE attribute (under the heavy
influence of PDF.) I have come (belatedly) to the realization that HTML
should not be a total publishing solution, even with stylesheets. 
                                      
Incidentally, I still think we should have a generic text-level element
for semantically marking regions... we could, in the process, deprecate a
few of the (so far) nearly unused character-level tags, leading to a more
general, shallower HTML.
