VERSION attribute in HTML

Subject: VERSION attribute in HTML

What should the VERSION attribute look like? I have seen two so far:
"-//IETF//DTD HTML 3.0//EN" and "-//W3O//DTD W3 HTML 3.0//EN//"
Which should I use?
