To answer my own question, yes. It's
"-//IETF//DTD HTML Strict//EN"
or more completely:
"-//IETF//DTD HTML Strict Level 2//EN//2.0"
This is found in HaLSoft's HTML validation suite,
along with the public text for the DTD.
