In the latest XHTML draft in section 12.1 
http://www.w3.org/TR/2006/WD-xhtml2-20060726/mod-core.html#s_coremodule,

xml:id = ID
     The xml:id attribute assigns an identifier to an element. The value 
of this attribute must be unique within a document. This attrinute MUST 
NOT be specified on an element in conjunction with the id attribute.
