[html401] "defer" attribute for the <script> element

In  
<http://www.w3.org/TR/1999/REC-html401-19991224/interact/scripts.html#adef-defer>  
a "defer" attribute is defined. However, it is supposedly a "hint" so it  
is unclear what exactly the processing requirements  are. Does the UA  
still need to parse the <script> element and execute it ignoring the  
attribute completely or is it supposed to parse the element and not  
execute it or execute it once the complete document is parsed?

As it stands now the attribute is better obsoleted to increase  
interoperability.
