The note in  
<http://www.w3.org/TR/1999/REC-html401-19991224/struct/global.html#h-7.5.5>  
states two things. The first is possible now. The second thing regarding  
skipping heading levels is actually commonly accepted. I suggest that the  
WG makes this a normative statement rather than an informative note  
referring "some people".
