[html401] "action" attribute

I think the "action" attribute  
<http://www.w3.org/TR/1999/REC-html401-19991224/interact/forms.html#h-17.3>  
should be made optional rather than required for ease of authoring. When  
it is omitted it simply must assumed to be the empty string and resolved  
against the base URI, if any, or point to the current document.
