[xframes] 'dir' attribute

Dear HTML WG,

For the xframes:title element and possibly its ancestors it would make  
sense to have a 'dir' attribute. I propose to add this attribute for those  
elements. When adding it there should probably be a note that it has no  
effect on the way the frames are layed out.
