[xframes] xframes:style

Dear HTML WG,

For user agents it is unclear how to process the contents of this element.  
For example, what should happen with:

  <xframes:style type="text/css">
   <test:foo/>
   :root { border:solid black }
  </xframes:style>

Please specify how the contents of this element should be processed.  
Preferably for both text and XML styling languages.
