[XHTML 2] 28.1 Style sheet precedence and inheritance

Dear HTML Working Group,

"Rules for style rule precedences and inheritance depend on the style sheet 
language."

Please define a behaviour such that users of two different style sheet 
languages within the same document can know what the result will be.

i.e. define what happens with:

<style src="style.css" type="text/css" media="screen" />
<style src="mystyle.css" type="application/prs.jims.styles" media="screen" 
/>

where both style and mystyle style a single element in a different way.
