[XHTML 2] 9.1 the abbr element full attribute

Dear HTML Working Group,

The abbr element has an attribute full:
  full = URI
  This attribute locates an element that defines the full expansion of an 
abbreviation. The referenced element must be in the same document as the 
abbreviation
Please add to the conformance requirements this constraint for a conforming 
XHTML 2 document.  Also please add to the conformance requirements what an 
XHTML 2 family user agent should do if the referenced element is not in the 
same document as the abbreviation.

It would also be useful to explain the motivation why the constraint exists, 
as it's not obvious.
