The BDO module

In my mind it is not SEMANTIC clear enough. Why it could be 'Internationalization Module'.  See my comments to BDO:

Modules MUST be semantic consistent and semantics must follow the original idea of HTML from 1992 and main principles of XHTML 1.0 Strict: 

The element list could be clear by using following kinds of elements in the main module:
- phrasal (both block an inline level elements)
- hypertext
- structural elements (ONLY block level elements)
- listing elements (ONLY block level elements)
- basic tables (this is new compared to the first HTML documents in the year 1992)
- internanalization elements and attributes (this is new compared to the first HTML documents in the year 1992)

Presentation coud be ONLY in the 'Legacy', because to express the presentation with HTML belong primary into HTML 2.0 and HTML 3.2, NOT HTML 4.0 Strict or newer document types.
