Could you elaborate what Web page are you talking about?  If you are
talking about HTML/XHTML specs, most of them are available as zip
archives.  For example:

  HTML 4.01 Specification
      http://www.w3.org/TR/1999/REC-html401-19991224/html40.zip

  XHTML 1.0 Specification
      http://www.w3.org/TR/1999/PR-xhtml1-19991210/xhtml1.zip

Those are linked from the specifications themselves.
