section 4.2 of XHTML spec

On behalf of SoftQuad Software, I have the following comment on 
the XHTML spec to make. In section 4.2, a particular software 
package is recommended. SoftQuad is of the opinion that no W3C 
specification should recommend specific software, even if it is W3C 
sample code. Such software can be listed on another part of the 
W3C site, but not in specifications.
