simplify links to same file?

I just downloaded charset.html and saved it as a different
name, and I can't follow the mini-TOC links inside it.

If it's not too much trouble, could you change links
of the form:

	<a href="this-file.html#foo">...</a>
to
	<a href="#foo">...</a>

???
