Test suite updates

Dear Forms Community,

5.1.a, 5.1.c, 5.2.1.a, 5.2.1.c (changed upload to output to test datatype 
validation on base64Binary and hexBinary datatypes)
6.1.6.a, (corrected constraint expression to compare numbers)
7.8.2.c, (changed compute exception handler to binding exception handler 
and moved it into output control because it is the target of the exception 
event)
7.8.3.e, (moved binding exception handler into output control because it 
is the target of the exception event)
7.12.a,  (just put a message action inside the model that is the target of 
the event) 
11.1.u, (changed to reflect that separator attribute default is ampersand, 
not semicolon)
11.9.8.a (Removed trailing separator character (semicolon) from the 
expected result of the submission)

Especially note the result on 11.9.8.a.  The test used to indicate that 
the tag-value pair in the submission data would end with a semi-colon due 
to 
1) a miswording of the specification, which has been fixed
2) the fact that the default separator was listed as semicolon, which has 
also been fixed.

The test now does not expect the "separator" to appear at the end of the 
list of tag value pairs because it is not separating anything at the end.
