Conditional Processing

Has there been any discussion on implementing conditional processing for
a set of actions within an action tag?  I have not found anything in the
Spec that discusses this. Also, are there any plans to add this type of
functionality, perhaps something similar to the <xsl:if/> and
<xsl:choose/> tags found in XSLT?
