3.3.1 - functions attribute

Here reference is made to "XPath" extension functions. Again, I wonder if 
XSLT 1.0 extension functions are intended.

If that's the case then here and in 7.10 it would be useful to more clearly 
express the syntax. This might be done by referring to QNames being listed 
and the associated namespace URIs being declared.
