7.10 - "XPath" Extension Functions

In 7.10 line 1 reference is made to "XPath" extension functions.

To the best of my recollection XPath 1.0 doesn't define a mechanism to 
provide extension functions.

Perhaps the WG meant to refer to 14.2 of the XSLT 1.0 Rec?
