You are correct: the nodset ("binding attributes") on <setvalue> set the
context node. In this case, <setvalue> meets the definition of a "binding
element" from 7.3.

What sets the context for expressions in "at" (in insert/delete) and
"value" (in setvalue)? Is the context node the first node of the
"nodeset" of these actions

section 7.3 (below) talks only about bind elements.

4. The context node for computed expressions (occurring on element bind)
is the first node of the node-set returned from the binding expression
in the nodeset attribute on the same element.
