In the upcoming public draft, all instance data will be single rooted and
any number of instance elements are allowed in a model.  Any number of
submission elements is allowed as well, but each can direct the submission
of only one instance.

Element <submission> could also use a bindAllAttributes instead of a
bindFirstAttribute, since the serialization mechanism described in chapter
4.4.4 of the latest public draft can handle multiply-rooted data structures.
