XForms WG Resolution:



Resolution: If there is more than one model in a containing document there
must be an ID on each one, and anything outside any model that binds to a
model must specify either a 'bind' attribute or both a 'model' attribute and
a 'ref'/'nodeset'. With only one model, the ID is optional, as is the
'model' attribute.
