There are, but they are not handled using the format14 cmap mechanism. 
They are implemented using the GSUB <ccmp> feature.

I'm not sure whether this was because the Mongolian Baiti font was made 
before the format14 cmap was spec'd, or if there was some reason to 
prefer this approach. Unfortunately, Microsoft don't seem to have got 
around to publishing a Mongolian font spec.
