safari/voiceover does not support HTML label element accessibility

Dear Apple,
the support for associating label text with an HTML input type=text using
conforming methods [1] is somewhat flaky.
I have provided test cases and results [2] for OS X 10.6.7 using Safari 5.05
and VoiceOver 3.4.0
