The W3C HTML WG is chartered to work with the WHATWG, not to replace the 
WHATWG. The solution to the problem you mention is not to move all 
discussion to the W3C, but for the W3C group to actually do what the 
charter says and work _with_ the existing group. In this case, though, the 
issue didn't actually come up on the WHATWG spec development list either, 
it was mentioned in passing on a help mailing list, and immediately 
brought up with the PFWG.
