Dan or Karl should probably reply, since I'm less experienced at that end.  I will say that I'm sure, one way or another, we could alter the charter.  Anything other than simple clarification, however, will likely involve a recharter, and for good reason - for example, our (Microsoft's) legal staff will have to re-review the charter if it changes our scope.
