Please pardon a second intrusion, but I would certainly assume that 
chairs retain the right to guide and clarify the interpretation of 
the charter including such interpretation that would allow for 
principles of some sort to be stated, much as Murray suggests. But 
again, I am naive as to precedents and practice.
