Reword as:??
Rationale: Applications do not "perform functionality"  but functionality is built into applications

Reword as:

Rationale: feel this wording is better

3. In Specific Contexts (re-organized)

Debate on including a section on  accessibility issues relating to content that provides security  for an application. For instance, the accessibility issues  for login  to an online bank or for making electronic purchases or opening an account are peculiar to  such content  and may not be experienced elsewhere in the application.
