Proposal for 1.4 changes

Greg and I had some time on the call today, and decided to work on 1.4, 
pulling together notes from the meeting of 8 May into a proposal that 
the working group could look at.

* Character spacing, choosing from a range with at least five values
* Justification (left, right, or full)
* Margins around blocks of text

UAWG Note: Probably need definition of Blocks of text
UAWG Note: add Wayne's recommendation of the range (MIN 0.02 to MAX 0.1 
of the base character width) to Implementing Intent section.
