Keys for accessibility features

Discharging my action item from last week (albeit close to the last
minute...)

although it is also in other places. This was a pretty good paper. (I think
this information is also in Gregg Vanderheiden's seminal work, but I don't
know for sure).

Keyboard Mappings:

5 consecutive clicks of Shift key
Reserved For On/Off for StickyKeys

Shift key held down for 8 seconds
Reserved For On/Off for SlowKeys and RepeatKeys

6 consecutive clicks of Control key
Reserved For On/Off for screen reader numeric keypad

6 consecutive clicks of Alt key
Reserved For Future Access use
