Thanks, just started to read it. I did notice some errors in the text. I will have to check the doc to see where to post the corrections. One was a spelling mistake.

Adding to what Steve said, the next stage after Candidate Recommendation is Proposed Recommendation. You can see the current draft here:

and you can always check the Status section https://www.w3.org/TR/2018/CR-WCAG21-20180130/#sotd to check whether a document is still in draft form or is a completed W3C Recommendation.
