Adding to what Steve said, the next stage after Candidate Recommendation 
is Proposed Recommendation. You can see the current draft here:

     https://www.w3.org/TR/WCAG21/

(dated URI https://www.w3.org/TR/2018/CR-WCAG21-20180130/ )

and you can always check the Status section 
https://www.w3.org/TR/2018/CR-WCAG21-20180130/#sotd to check whether a 
document is still in draft form or is a completed W3C Recommendation.
