empty table code and screen reader

Hello

This might be a simple and repetitive question, but i'm trying to get a
solid straight answer:

When having empty data cells table, what is the best method? considering
that our website is restricted and only HTML code via dropule.
Should I use "Not Applicable" or non-breaking space <td>&nbsp;</td> ? any
other solutions?

or as my colleague suggested: What if we added the text “N/A” and set it to
not be visible? Or be white-on-white font similar to the “skip to content”
link?
