YES, for users that:

a) Use a screen reader (so they access to the alt text)
OR
b) Use a mouse (so they access the tooltip)

NO, for:

c) Users with low vision, motor or cognitive disabilities that don't use 
a mouse (keyboard, voice recognition...), and don't understand what that 
small icon means
