Thanks Gregg for so clear clarifications and the ruler-rule <grin>

It's clear that most of the discussion will be about policies that set 
the exact measure, but if the rule had units that were subject to 
interpretation, it would be difficult to establish good measures. At the 
end, "conform to law" will be in most cases "conform to WCAG" (lazy 
politicians?)
