Not publically available yet.  But as you noticed by the Java runtime, 
that is IBM's strategy to make software standards compliant and 
cross-platform.  This is built on http://www.eclipse.org.  This 
discussions should probably be taken off this w3c-wai-ig list and moved to 
the forum provided by alphaWorks for aDesigner.
