The spec allows style="color: #fff; background-color: #fefefe;" but WCAG
1 checkpoint 2.2 disallows that.

While WCAG must not require anything that is forbidden in the
HTML/CSS/etc specifications, there is nothing to prevent it from
imposing additional restrictions (heck - isn't that the point?).
