I'd posit that it is if you have a large percentage of your audience still on Netscape4.x. I personally decided to ditch named anchors, but in other places it may be a decision that's beyond the web author's control (and possibly not even because of accessibility, but for no other reason than "our boss still surfs the interweb powered by Netscrape 4.72").
