You only need to take occasional samples, for which you can temporarily
use a must-revalidate caching policy.  However, really you are never
goining to get good statistics as the frustration of caching and
the privacy issues means that there will always be escalating counter
measures as you escalate the level of feedback that is not helpful to
the user.
